▶️5 - 2025 WMS Working Group Leadership - Vote - Blake Holt
Motion to approve annual update to CRR Activity Calendar as submitted added to the combo ballot.
ERCOT is required to post an updated CRR activity calendar by April 1 each year, detailing auction activity dates for the current year or next two years.
The draft calendar was previewed at CMWG with no revisions requested, now seeking final approval from WMS.
The model build process begins three weeks before the model posting date, with a third week added in 2023 due to changes in model build tools.
The calendar follows a pattern with a monthly auction and a long-term auction each month, adjusted for holidays if necessary.
Results for monthly auctions are posted one week after the bid window closes, and long-term auction results two weeks after.
The calendar includes two tabs for calendar protocol references and PCRR activity dates related to the annual allocation process.
Current calendar extends through March 2027, with patterns applied consistently for future dates through March 2028.
Encouragement for PCRR eligible NOIEs to review the PCRRs tab.
Final WMS approval being sought before the protocol posting deadline of April 1.

Comments filed by ERCOT and Lumina were reviewed, focusing on changes to automate emission cost calculations in the future.
Emissions costs will be calculated manually until a system change is implemented.
Annual index prices for SOx will continue throughout the year, and NOx calculations will occur from May to September.
Revisions were confirmed to not affect prior discussions at RCWG and are aligned with federal guidelines suggesting NOx is seasonal.
The move towards pulling in daily prices is expected to increase calculation accuracy, in line with federal guidelines.
Automation of VCMRR042 is not expected before RTC+B, 2026.
Discussion on enterprise integration nodal services and the role of the vendor Hargas Media in price automation.
Potential costs for integration range between $90,000 to $140,000 due to uncertainties.
General support for the revisions from the team, anticipating a motion to approve revisions and submit to TAC.
Vote on ERCOT comments and impact analysis to proceed.
Revisions to VCMRR042 are supported and a motion for approval and submission to TAC is anticipated.
▶️9.1 - NPRR1263, Remove Accuracy Testing Requirements for CCVTs
Motion to request PRS continue to table NPRR1263 for further review by MWG added to the combo ballot.
Tony Davis from WETT proposed NPRR1263 to remove the five-year accuracy testing requirement for CCVTs due to operational burdens and risks in shipment.
CCVTs need to be removed from service and sent back for testing, resulting in some being destroyed during transit.
Comparative practices with other ISOs were mentioned to highlight less stringent requirements elsewhere, such as CAISO and PGM.
Historical data from 2002 to 2010 indicated no significant drift in CCVTs accuracy.
Brian Sams from Calpine advocated to involve manufacturers in discussions.
The proposal will move to the Meter Working Group for further review and discussion.
▶️9.2 - NPRR1264, Creation of a New Energy Attribute Certificate Program
Motion to request PRS continue to table NPRR1264 for further review by WMWG passes unanimously with no abstentions.
NPRR1264 is being discussed at WMWG.
This NPRR involves payments to resources tripped offline due to reliability actions by ERCOT.
Discussion involved whether this applies to constraint management plans, which was deemed unlikely by ERCOT.
The clarification in language was suggested for the NPRR.
Further discussion is planned for the next month.
Lucas confirmed satisfaction with Amanda's summary and noted ongoing review of similar items related to NPRR1190.
